New Orleans Chieftain Indicted for Submitting False Reports

On August 10, Lorraine Payton, former president of the National Federation of Federal Employees, Veterans Administration Council, was indicted in U.S. District Court for the Eastern District of Louisiana on two counts of making false reports.  Payton was accused of underreporting union income.  According to the indictment, she reported getting $11,515 from the council in the fiscal year ending June 30, 2000, plus another $6,000 in calendar year 2001.  Her actual incomes for the two periods, respectively, were $18,123 and $55,821, with secret payments going for checks, debit card and credit card transactions.  The indictment follows an investigation by the Labor Department’s Office of Labor-Management Standards.  (OLMS, 8/18/06; other sources).

 

Ex-President of Rochester Local Sentenced for Embezzlement

On August 14, Lynn Lanphear, former president of Local 503M of the Graphic Communications International Union (GCIU), was sentenced to five years of supervised probation and 100 hours of community service for embezzlement of local funds.  He also was ordered to make restitution in the amount of $8,441.29 and pay a $1,000 fine.  Lanphear pled guilty in June.  The GCIU since January 2005 has been affiliated with the International Brotherhood of Teamsters.  Local 503M represents workers at Hammer Lithograph Corp. in Rochester, N.Y.  (OLMS, 8/18/06). 

 

Oklahoma Ex-Secretary Pleads Guilty to Theft

On August 2, Lisa Webb, financial secretary for Glass, Molders, Pottery, Plastics and Allied Workers Local 48, pled guilty in federal court for the Eastern District of Oklahoma to one count of embezzling nearly $25,000 in union funds.  The guilty plea follows an investigation by the Labor Department’s Office of Labor-Management Standards.  Local 48 represents workers at the Anchor Glass Container plant in Henryetta, about a 45-minute drive south of Tulsa.  (OLMS, 8/18/06).

 

Philadelphia-Area Local President Charged with Theft

On August 14, Derek Baldwin, formerly president of the Independent Workers Union, was charged in the Commonwealth of Pennsylvania, Montgomery County Court with theft by deception, tampering with records, forgery, and receipt of stolen property for taking $12,700 from the union.  (OLMS, 8/18/06).   

 

Ex-Treasurer of Northern Ohio Local Sentenced

On August 4, Peggy Sue Carnes, former financial secretary-treasurer for Local 5-621 of the Paper, Allied-Industrial, Chemical and Energy Workers International Union, was sentenced in U.S. District Court for the Northern District of Ohio to two years probation and three years home confinement, and ordered to pay $8,019.73 in restitution, the amount of union funds she had embezzled.  She pleaded guilty back in May.  (OLMS, 8/18/06).

 

Cleveland-Area Local Former Treasurer Sentenced    

On July 28, Mark A. Carroll, former treasurer for PACE Local 5-962, was sentenced in U.S. District Court for the Northern District of Ohio to three years probation and eight months of home confinement and ordered to pay more than $3,500 in restitution.  Carroll in March had pleaded guilty to embezzling $7,380.45 from the local.  (OLMS, 8/1/8/06).

 

Financial Secretary for Pennsylvania Local Pleads Guilty

On August 8, Lawrence McGown, former financial secretary of PACE Local 02-74, pled guilty in federal court for the Western District of Pennsylvania, to one count of embezzling nearly $5,500 worth of local funds.  (OLMS, 8/18/06).

 

Local Treasurer in Ohio Pleads Guilty to Embezzlement

On August 3, Nanette Peterson, formerly treasurer for Local 11, Chapter 2597 of the American Federation of State, County and Municipal Employees, pled guilty in U.S. District Court for the Southern District of Ohio to one count of embezzling $6,309 in union funds.  Chapter 2597 represents corrections employees in the central portion of the state.  (OLMS, 8/18/06).

 

Ex-Local President in Pennsylvania Sentenced for False Entries

On August 1, Brian Druckemiller, former president of Local 1936 of the United Brotherhood of Carpenters and Joiners, was sentenced in U.S. District Court for the Middle District of Pennsylvania to one year of probation and ordered to pay restitution to the local in the amount of $1,151.  He pled guilty in May.  The local is based in Lewistown, Pa., in the central part of the state.  (OLMS, 8/18/06).
