On October 18, Owen Smith, former secretary-treasurer of Association of Civilian Technicians Chapter 117, was charged in U.S. District Court for the Eastern District of Arkansas with one count of embezzling $18,023 in funds from the Jacksonville, Ark.-based union. He then pleaded guilty. The union represents civilian employees at Little Rock Air Force Base. The charge and guilty plea follow an investigation by the Labor Department’s Office of Labor-Management Standards.
